Initiated by the Ministry of Education (MOE), the Alliance for International Cooperation in National Key Fields and the Alliance for Collaborations in Academia-Industry Education have been established. Through the formation of university alliances and the establishment of overseas bases, bilateral cooperation and development are facilitated. On November 27th and 29th, President Jou Jing-Yang of National Central University (NCU), representing the University Academic Alliance in Taiwan (UAAT), signed memorandums of cooperation with the Texas A&M University System (TAMUS) and the University of Texas System (UTS), aiming to enhance the attraction of excellent international students to study and work in Taiwan.

The MOE highlights that these memorandums mark a significant milestone in the collaboration between the UAAT and the TAMUS as well as the UTS. The duration of the two memorandums of cooperation signed by the bilateral university alliances is five years, covering collaboration in fields such as semiconductors, quantum technology, agriculture, biomedical engineering, space technology, Mandarin education, and finance, with particular emphasis on cooperation in fields related to the semiconductor industry. This signing aligns with the goals of the "Taiwan-US Education Initiative Three-Year Strategic Plan (2023-2025)" jointly promoted by Taiwan and the United States, aiming to actively cultivate semiconductor talent and promote international academia-industry cooperation.
