To accelerate the achievement of the 2050 net-zero emissions target and strengthen climate change adaptation, green collar talent development, and environmental sustainability research and innovation, President Dr. Shu-San Hsiau, National Central University and Minister of Environment Dr. Chi-Ming Peng jointly signed a Memorandum of Understanding (MOU) on May 7 at NCU’s Luo Jialun Lecture Hall. Through this partnership, both parties aim to advance Taiwan’s climate governance, net-zero transition, and green competitiveness, laying a stronger foundation for a sustainable future.

At the invitation of NCU’s Office of Sustainable Development and University Social Responsibility, Minister Peng served as a speaker at the “Sustainable NCU Forum Series,” sharing Taiwan’s climate policy vision and action plans. Beyond the lecture, both parties will engage in multifaceted collaboration on 5 key areas: climate change adaptation, net-zero emissions, resource circulation, environmental governance, and pollution prevention. This partnership will encompass technology research and development, technical consultation, academic exchanges, and policy support. It will also integrate the Ministry of Environment’s “Net-Zero Green Collar Talent Development Alliance” to jointly design course modules, host seminars, and provide practical training—strengthening a comprehensive system for foster green collar talent that balances theory and practice.

Dr. Chi-Ming Peng, Minister of Environment stated that in facing the multiple challenges posed by climate change, it is essential to integrate innovative solutions across government agencies and disciplines. Research outcomes and innovative ideas from the academic sector will serve as critical pillars for policy formulation and practical action. At the same time, building a green-friendly employment environment and a capable workforce of green collar talent is indispensable for achieving a net-zero transition. With its long-standing expertise in Earth sciences, environmental engineering, and information technology, National Central University—combining solid theoretical foundations with innovative capacity—will undoubtedly become a key partner for the Ministry of Environment in advancing sustainable transformation.

President Dr. Shu-San Hsiau, National Central University emphasized that the university has long focused on interdisciplinary research in sustainable development, with decades of experience in low-carbon energy and new energy technologies. NCU holds a leading position in Taiwan in areas such as Earth systems, smart grids, hydrogen energy, carbon capture, and net-zero carbon technologies. To cultivate more exceptional talent, the university has also established the nationwide first Graduate College of Sustainability and Green Energy (SAGE) as the 1st, which trains hundreds of green collar talents each year to meet the needs of the global zero-carbon economy.

In addition, NCU has partnered with National Taiwan Normal University and National Tsing Hua University to form a tri-university alliance, establishing the “Public-Private Net-Zero Green Collar Development Alliance”. This initiative serves as the Northern Taiwan training center for Ministry of Environment’s net-zero green collar talent program, leveraging strong cross-disciplinary integration capabilities. Centered on scientific validation and educational training, the alliance promotes deep energy savings, focuses on research and innovation, and strives to translate academic findings into practical applications for policy, industry, and society—collectively advancing a sustainable, net-zero future.
